== Background ==
Unlike his predecessor in the role, [[Earth]] Minister Aloysius Clarke refused to cooperate with [[Charles Rockwell]] and as a result was placed under permanent house arrest, with his communications to the [[Earth Directorate]] cut off so the [[Halcyon Holdings Corporate Board|Board]] tyrannical power could continue unimpeded. Clarke has prepared a message detailing the situation in Halcyon to the Earth Directorate, but he lacks the means to send it.   

He is an avid reader of the Dissident Hunter, currently awaiting a package with the latest issue.
