Charles Rockwell is the CEO of Universal Defense Logistics and the Chairman of the Halcyon Holdings Corporate Board. He acts as one of the main villains in the game depending on the player character's allegiance to the Board.

Background[]

Since sometime before 2355, Charles Rockwell has served as the CEO of Universal Defense Logistics and the Chairman of the Halcyon Holdings Corporate Board. His face alongside Minister of Earth, Aloysius Clarke, is visible on propaganda throughout the colony. With his high position in the governing of the Colony he is effectively its leader and public face. Clarke's predecessor was regarded as a puppet of Rockwell's. Something that Clarke himself refused to do and in doing so the Chairman put him under house arrest for years in Byzantium. His secretary, Percival Platts, is shared with the Adjutant.

He worked closely with Adjutant Sophia Akande on many of the problems plaguing Halcyon. Using intercolonial trading with their neighbouring colonies, Akande managed to salvage enough of a true food supply to keep Byzantium going for the foreseeable future. In Clarke's absence Rockwell attempted to merge his former office into his own so that he could have enough space for a private pool. Every Wednesday he gets a massage.

Rockwell authorized the Lifetime Employment Program, a Universal Defense Logistics experiment "to repeatedly revive human subjects from extended hibernation without causing the death of the human subject and the loss of associated productivity." The results were inconclusive and prognosis "cautiously optimistic". He recorded a presentation message in order to showcase and ultimately sell this idea to the Halcyon colonists. Doing many different rewrites and takes, threatening the production crew to make them 'violently unemployed'. By the time the Stranger makes their way to his office he is nowhere to be seen.

His personality is incredibly sarcastic and often uses humour in situations. He is quick to anger and assumes everyone will follow his way as the head of the Board. However he claims he is not an unreasonable man, citing to the player character while on Tartarus. Showing that he can be agreed with.
