Aloysius Clarke is the Minister of Halcyon, representing the Earth Directorate.
Background[]
Placed put under domiciliary arrest by Charles Rockwell with his communications with Earth cut off, (so Rockwell could conduct business in his name unimpeded), Aloysius is waiting for assistance to send a message to Earth to request aid. Clarke, unlike his predecessor in the role, refused to be the Chairman's puppet and as a result was placed under permanent house arrest.
He is known to pass the time by reading any and all issues of Dissident Hunter that he can get his hands on. He is waiting a package with the latest issue.

- If he is still alive by the end of the game, and the Stranger sides with Phineas Welles, he will have his own section in the epilogue sequence, where it is mentioned that he was released from house arrest and has thrown his considerable efforts and talents towards helping the Halcyon colony. If the Stranger sides with the board, he will have remained under house arrest.
