Foundation is a main quest in The Outer Worlds.
Synopsis[]
Edgewater has become a leech on the colony's dwindling resources. Adjutant Akande wants the Stranger to wipe out the town.
Walkthrough[]
The quest begins with Akande tasking the player with heading to Emerald Vale Geothermal Plant. The player will have to activate a protocol for a group of Automechanicals stationed near the Edgewater landing pad to terminate the town's residents. The automechanicals are necessary to keep The Board's hands clean. Travel to the Plant, enter, and send the termination protocol from the terminal within.
After the protocol is sent, the player must then return to Edgewater and eliminate the automechanicals that have wiped out the town's population. With that completed, one must simply return to Akande to turn in for the reward.

- This quest will only trigger if the player chose to remove Reed Tobson from Edgewater during the quest Comes Now the Power. If Reed is still in power or if the player has previously killed the town, the quest does not start and the next quest will be Signal Point in Space.
- Accepting the quest does not mean the player has to complete it. Accepting the job and ignoring the tasks will avoid violence in the HHC Building for disobeying an order, preventing loss of reputation and having to kill Akande. This will lead to some issues with some crew resulting in high Inspiration or Determination checks, but nobody will leave. One must choose this option to collect the reward for turning in Phineas.
- Alternatively, the more desirable path to avoiding the quest if the player initiated conversation with Akande is to reload a save and avoid it. Akande will offer nothing else if the player doesn't want to wipe out Edgewater anyway, and this will prevent negative speech checks among crew. However with this choice, the reward for turning in Phineas cannot be collected.
- If the player kills any "Corporate Troopers" at the Emerald Vale geothermal plant, they will lose reputation with Spacer's Choice, not with the Board.
- One may accept the quest in order to gain the experience and bit rewards, then kill Sophia in order to fail the quest and thus avoid problems with one's crew while also gaining the rewards. The player will still be given 100% negative reputation with the board as a result, however.

The name of this quest is a reference to science fiction book series written by famous Isaac Asimov.
