Phineas Welles is a fugitive scientist wanted by the Halcyon Holdings Corporate Board for crimes against the Halcyon colony. In 2355, he breached the colony ship Hope and rescued the Stranger to help him liberate the other colonists.
Background
Phineas Vernon Welles has been working for years on a chemical formula capable of preventing people who spend excessive time in a stasis pod from dying from explosive cell death. After a dozen or so failed attempts, Welles has finally perfected his formula. Unfortunately, Welles had just enough resources on hand to make the single trial batch used on the Stranger. He cannot freely obtain more chemicals for the other colonists of the Hope due to the bounty on his head, and needs the Stranger to help him.
Phineas has been wanted by the Board for 35 years.[1] The crimes he is wanted for include: sedition; forgery; conspiracy; conspiracy to commit conspiracy; unlicensed medical practice; and destruction of Board property.[2]
