The City and the Stars is a main quest in The Outer Worlds.

Synopsis[]

Now that Phineas Vernon Welles knows Minister Clarke's been hoarding dimethyl sulfoxide in Byzantium, he just needs you to get to the city to steal it. Easy.

Walkthrough[]

Get off the ship and look to your right, just off the dock. Talk to Carmen Imagawa who is waiting there for you.

Head into the city and find Minister Clarke's house. He is being held under house arrest and is heavily guarded. You can either find the key or find a package that needs to be delivered to him.

The guard with the key is in the bar. Get him drunk and he will pass out (or does he die?) and you can loot his key. If you use the key, you will need to move quickly to find the Minister on the second floor before your disguise wears out. He will give you a pass to the Chairman's Office and ask you to send a message to Earth via the Chairman's computer.

Head to the HCC and talk your way past the security guard - he's out of forms and doesn't want to deal with the headache. Take the elevator up. Open Minister Clarke's office with his key. Bluff your way past the receptionist when he confronts you. Use the computer to print a key to the Ministry of Accuracy and Morale. You can choose to send Minister Clarke's message at this time. You'll also confirm the reason why Halcyon is falling apart.

To make things easier, go find Giles Molina near the Maintenance Tunnels. He will have you collect his lost sprats and this will enable you to get a key from him later.

Head to the Ministry of Accuracy and Morale and use the key to enter. Head to the secure door to the right rear and show your pass to the guard. If you bluff him, you won't need your disguise on this level. The elevator down is to the rear on the right.

Once you go down the elevator, you will have to use your disguise. If you helped Giles earlier, you can talk to him by following the red path on the floor. You can Lie or Persuade to get his keycard from him.

If you follow the blue path, you will encounter fewer enemies. You will come to a room with a number of cells - head upstairs to a computer and you can release some hyped-up captives who will eliminate a large number of the people on this level. You can then move across to the top floor of the lab and jump down to access the console.

Here, you will have to choice to transfer all of the dimethyl sulfoxide and kill the experiment subjects or transfer only 24% and leave them alive. Whichever choice you make, collect the jar of dimethyl sulfoxide before you leave the room.

Follow the blue path back to the elevator and get the heck out of dodge!

3 Investigate the Chairman's OfficeMinister Clarke knows nothing about the dimethyl sulfoxide and explained that Chairman Rockwell has actually been keeping him under house arrest.
4 Retrieve the Dimethyl SulfoxideYou've learned the dimethyl sulfoxide is at the Ministry of Accuracy and Morale along with whatever Chairman Rockwell is working on.
5 Return to PhineasNow that you have the dimethyl sulfoxide, rendezvous with Phineas at his lab to plan your next move.
